Project Title

San Joaquin River and its tributaries (Stanislaus, Tuolumne, and Merced rivers) in San Joaquin Valley, from Vernalis to the Mendota Pool.

Cities:Project area includes the cities of Oakdale, Modesto, Turlock, Merced, and Los Banos and numerous unincorporated communities.

Description of Nature, Purpose, and Beneficiaries of Project

Reclamation (lead agency, NEPA) proposes to purchase up to 137,500 acre-ft of water annually from the San Joaquin River Group Authority (lead agency, CEQA) to meet fish and wildlife needs in the San Joaquin Valley. The water would be released for instream flows in the San Joaquin River and its tributaries (Stanislaus, Tuolumne, and Merced rivers). Reclamation needs to acquire the water to provide for migration and attraction flow conditions for anadromous fish in accordance with the fish, wildlife, and habitat restoration purposes and measures authorized by the Central Valley Project Improvement Act. The water would support the Vernalis Adaptive Management Plan (VAMP) and provide protective measures for fall-run chinook salmon in the San Joaquin River system.

15. Project Description The Bureau of Reclamation proposes to purchase up to a maximum of 137, 500 acre-ft of water from users on the San Joaquin River and its tributaries in each year, 199-2010. Up to 110,000 Acre-ft may be acquired from willing sellers in order to provide increased instream flow in the San Joaquin River at Vernalis and its tributaries for anadromous fish, to provide supplemental spring pulse flows, an October attraction flow, and other flows to firm up other environmental purposes of the New Melones Project and the Central Valley Project Improvement Act.
